I have a couple of questions, as one who has liberated many in the past.
You say that after the matriculation process they become citizens. And this is a two step process. First of all, why two steps? If there a qualifier for those at step 1 to reach step 2? I am sure you would have mentioned it if there were, and I wonder if it is a matter of administrative ease - something I have never seen a need for in my past work - or if there is a criteria to follow.
Also, where do they become citizens? Do they select their preferred empire? is it by origin of blood? I understand you respect the wishes of those wanting to return to their masters so would this include those wishing to be taken to the Amarr Empire et al after liberation? Of course it is unlikely they will be accepted as a 'citizen' at that point and reintegrated into the Amarr slavery system...
And what if an empire does not accept any liberated souls you turn over to their welfare system for repatriation? |

Please clarify this. I am not sure I can reconcile the two points. They will not be released form your employ but they are free to leave. Does this mean you are free to 'bring them back'? I cannot help but remember Dr Hnolku and now Dr Tukoss.

Obviously, my reaction would be to just put them back in space, and leave them a single firearm with just four bullets. Would one emerge as the hero of the day and give the others mercy in the face of suffering, or would they fall on each other for the right to claim the bullet for themselves? Would be interesting.
But of course, cruel as well. Cruelty to cruel men... I doubt you would follow this advice.
So here is something different. Put the empires to the test. Where did you find them? And where were they going to sell these slaves? You mentioned a black market so I would assume they were going to be sold illegally in one of the other empires that outlaws slavery. Turn them over to their justice, with all records that you have and testimonies to ensure their guilt.
Of course, I have rarely found a reliable recourse in the empires to actually hand over prisoners unless it is via direct agent contract as part of an assignment. So... do you have four bullets? |
